Record the symptom without forcing the mechanism
Explain whether the handle will not move, moves loosely or no longer seems to correspond with the position you expect. Do not force it, remove parts or reach into the passage. An accessible handle can be only one part of the assembly, and an apparent open position does not establish that the venting route is clear.
Keep the fireplace unused until the concern is assessed
Do not light a small fire to see whether smoke escapes. That turns an unresolved mechanical question into an operating risk. Include any existing smoke, odor or debris observations when arranging the visit so the assessment is not limited to the handle description alone.
Separate a component finding from alteration approval
Holly Hill’s Building Division handles construction reviews, permits and inspections within the city. Its published permit application also distinguishes private association approval from city approval. If a proposed fireplace repair becomes an alteration, clarify the actual project and any applicable permissions rather than assuming a service assessment settles those requirements.
Ask what a proposed replacement would change
If a replacement is recommended, ask which component is involved and why it suits the actual fireplace. Keep any limitations and use instructions with the service record. A new control or damper should not be treated as proof that unrelated deposits, smoke behavior or concealed damage have also been addressed.
